This is type of decoration is called "Delft style" and usually associated with Dutch porcelain. This stein was made by German company Swaine & Co (1854 - 1920) in Huttensteinach, Thuringia.
Swaine produced very few steins, just 3 or 4 varieties, all with this Delft style motives. Pewter lid with matching porcelain inlay. Nice lithophane in bottom (a picture you can see against the light) showing a tavern flirting scene.
